Our History
Fulton Baptist Church began in 1902 in Baltimore during a time when gathering as Black believers took courage and faith. Rev. Fleet Vinnie organized the first meetings, followed by Rev. Charles Young, paving the way for the church’s first long-term pastor, Rev. Samuel H. Ward. Under his 18-year leadership, Fulton grew from 100 to over 700 members and purchased its first building on Division Street.
In 1927, the church entered a new era under Rev. Dr. B. F. Jackson, who served faithfully for 42 years. He strengthened Christian education, expanded ministries, and led the congregation to its current home at 1630 W. North Avenue in 1948.
From 1970–1975, Rev. Joseph Simon brought strong administrative leadership during a changing cultural era. Later in 1975, Rev. Douglas Wilson became pastor and guided Fulton for more than 30 years. His ministry expanded youth programs, ordained new leaders, and carried the church through the devastating 1987 fire, keeping the congregation united through five “wilderness years” of worship at Coppin State.
After Pastor Wilson’s retirement in 2009, Rev. Julian Rivera became Fulton’s sixth pastor. Under his leadership, Fulton flourished in community outreach—feeding families, supporting seniors, partnering with schools, hosting recovery groups, and launching the North Avenue Community Development Center.
In 2019, Fulton joyfully welcomed its seventh pastor, Rev. Dr. Clifton Urquhart, along with First Lady Glynnis Urquhart and family. Pastor Urquhart’s leadership has brought renewed vision, spiritual growth, and technological advancement. Through the pandemic, he guided the church safely, strengthened virtual ministry, expanded outreach, deepened membership care, and continued Fulton’s legacy of service.
Each year since has carried a theme of growth:
• 2020 – The Year of Elevation
• 2021 – The Year of Execution
• 2022 – The Year of Increase
• 2023 – The Year to Reimagine
Today, as we celebrate over 119 years of ministry, Fulton Baptist Church continues to stand as a beacon of hope on North Avenue—“Building Together” (Ephesians 4:14–16). We honor our past, remain anchored in faith, and look forward to all God has yet to do.
